Gustav Pack, Jr. - Mr. Pack is the CO-Director-in-Charge of the New York City Metro Region and founder and Chief Executive Officer of General Consulting Partners which he founded in 1976.  In addition, he is serving as the Managing Director of the General Consulting Group.  He has more than thirty-five years of managing financial software implementations with particular emphasis on large complex multi-discipline projects.   He was formally a Director in the New York City Office of Coopers & Lybrand where he served as the head of the large engagement practice.  Mr. Pack has extensive experience in managing large projects throughout North America.  He managed the largest ORACLE project ever undertaken in the world, for the Government owned Oil cartel, PEMEX.  In addition he has managed ninety percent of the largest projects of Coopers & Lybrand.  His most recent project was to manage the functional implementation of an ORACLE financial package implementation for Harvard University.

Prior to joining Coopers & Lybrand, Gus worked in the private industry.  He served as Division Controller for the Flow Control Division of Rockwell International; Director of MIS for a Division of Litton Industries; Group Controller of Raymond International; Manager of MIS and Manager of Cost & Budgets for a Division of North American Philips; Assistant Controller for Lukens Steel Company and Manager of Mill Accounting for United States Steel Corporation.

Gus earned a Bachelor’s degree in Business Administration at Rider University.  He is a member of the following professional organizations:   Institute of Management Consultants; Institute of Management Accountants; Association for System Management; Association of Information Technology Professionals; American Production and Inventory Control Society; Institute of Electrical and Electronics Engineers: Association for Computing Machinery and American Association of Cost Engineers.

Douglas R. Phillips - Mr. Phillips is the Director-In-Charge of the Northeast Region and founder and president of ACUMEN a business consulting, custom software development and packaged software implementation firm. He specializes in managing and conducting consulting engagements and the functional design, test planning, alpha testing, documentation, training and final delivery of the products developed by the firm. The firms developed products are fully integrated, enterprise-wide, database, network systems of financial, human resource and insurance/underwriting applications, based on Windows, Oracle Netware and 4GL technology. As a consultant to many major companies including Coopers & Lybrand, a Swiss Reinsurance US subsidiary, numerous Blue Cross and Blue Shield plans and GI Plastek, Doug has led, designed and implemented systems that have saved millions of dollars for his clients, automated the internal operations of multiple health insurance companies and implemented production and manufacturing systems for multiple location manufacturing companies. His personal and the company’s reputation are based on providing "acumen",…the quality of being able to grasp and comprehend what is obscure, keenness and depth of perception especially in business matters, the power to see clearly and quickly through that which is difficult or involved…, to every client.

Douglas Phillips holds a Bachelor’s Degree in Economics and an MBA in Finance.

Carl Pack - Mr. Pack, Co-Director-In-Charge of the New York City Region and the founder of Grateful Web Design, brings over twelve (12) years of management consulting experience to our group.  His area of expertice is in financial package implementation, with experience in the entire implementation process.  He has worked for Coopers & Lybrand in the package implementation group and Liz Claiborne, Inc., where he lead the project responsible for making the financial systems Y2K compliant.  He started Grateful Web Design which designs, creates, publishes and maintains Web Sites on the World Wide Web.   Carl earned a Bachelor’s degree in Business Administration and Computers at the Rochester Institute of Technology.

F. William Pack, Sr. -
Mr. Pack, Director-In-Charge of the Southeast Region and formerly of the Pacific Northwest and Alaska Regions, brings over thirty (30) years of public human resource practical and management consulting experience to our firm. He has broad HR Management experience with all types of public sector organizations throughout the country, and is well versed in the development and administration of classification and compensation plans, as well as a recognized expert in job evaluation systems.

His most recent consulting experience includes designing and implementing new classification and compensation systems for Matanuska-Susitna Borough (Alaska) and the Oregon State Bar (Portland, OR), and developing a strategy for consistent practices and contract provisions between nine (9) collective bargaining units for the city of Fairbanks, AK. While serving as Personnel Director for the City of Gresham, (Oregon), he developed a centralized approach to collective bargaining and brought about centralized coordination of the City’s human resource function.

Bill has directed and participated in developing and implementing classification and compensation projects for local and state governments with the Office of Personnel Management, Public Administration Service, and through his own firm. He has completed and implemented studies for many of the cities and states in the United States. He has served as Personnel Director for the City of Gresham, Oregon and Deschutes County, Oregon.

Bill earned a Bachelor’s degree in Political Science at the University of Cincinnati, and from the Maxwell School at Syracuse University, he was awarded an MPA degree in Public Administration. He is a member of the International Personnel Management Association and the Society for Human Resource Management.

Becky Ross Iacobucci - Ms. Iacobucci is Co-Director-In Charge of the Mid-Western Region and brings a strong background in human resources management and management consulting in western U.S. cities. Becky most recently served as Director of Human Resources in Longmont, Colorado, and in the cities of Irvine and Brea, California. As part of her responsibilities in these cities, she supervised and administered classification, compensation and benefit plans; recruitment and selection; training; and employee evaluation programs. In addition, she provided assistance to the cities of Redondo Beach and Costa Mesa, California, as a Personal Officer/Analyst.  Most recently, Becky has provided assistance to Public Administration Service’s human resources project for the Jefferson County, Alabama, Personnel Board and Huntsville, Alabama, Evanston, Illinois; Community Transit in Snohomish County, Washington, Beaver County, Pennsylvania, Dayton Public Schools, Ohio; National Center for State Courts, Clinton, Lee County, Iowa and AIMS Community College, Greeley, CO.  She resently provided technical assistance on th state of Colorado Performance Pay Plan to the Colorado Association of Public Employees.

Becky earned her Bachelor degrees in Economics and Social Ecology at the University of California at Irvine, and from UCLA, she was awarded an MA in Public Administration. She is a member of the International Personnel Management Association.

John Otto Koths - Mr. Koths is CO-Director-in-Charge of the Technology Center and founder and President of Koths InTech Corporation which he founded in 1983.  The company provides Management Consulting Services to clients both domestically and internationally. Jack is well know in consulting circles, as an outstanding provider of informational and technological consulting.  Prior to forming Koths InTech, Jack worked for Coopers & Lybrand in their Consulting Division.

Robert E. Koths - Mr. Koths is CO-Director-in-Charge of the Technology Center. He controls the day to day operations of the center.  Bob has extensive experience in the consulting industry.

Janet Burke - Ms. Burke, Co-Director-In-Charge of the Eastern Region and founding Partner of Prowright Business Technologies, Inc.  Janet has experience in management consulting specializing in corporate communications and implementation programs that structure enterprise wide change.  She has designed full-scale job training and system rollout programs for Fortune 500 banks and brokerages, pharmaceutical firms, computer hardware and software manufacturing, telecom companies and two Big 5 consulting/accounting giants and their clients. A former consultant with Coopers & Lybrand’s New York Information Technology practice, she invented Prowright’s process design and implementing methodology to support the immediate productivity needs of companies, both large and small, implementing company wide systems. Janet is well thought of in the ‘industry’ and has participated in numerous speaking engagements and panel discussion groups.

Janet received her Bachelor’s Degree in English from Brooklyn College (when it was recognized as one of the top 10 in the nation scholastically). She has an avid interest in politics and in non-invasive health care.

Richard W. Langstaff - Mr. Langstaff, Co-Director-In-Charge of the Eastern Region and the founding Partner of Prowright Business Technologies, Inc.. He is the chief architect of Prowright’s engagement and deliverable methodology. He specializes in designing enterprise wide performance support systems, business processes and technology solutions for large and small organizations. Rick has earned a reputation as a penetrating analyst and an innovative systems designer, applying Prowright’s principles of integrated processes to his most recent designs of corporate intranets. He manages Prowright’s consulting engagements and, with his Partner, developed Prowright’s object-oriented methodology for designing and implementing business processes and information technology.

Rick, working as a consultant to Citibank’s VP of National Payables, identified the complex of system, process and performance problems responsible for the long-standing multimillion-dollar discrepancies between the bank’s Accounts Payable holding accounts and its General Ledger. He developed the requirements for the necessary system changes and redesigned the process; significant differences have not recurred. For the CIO of KPMG Peat Marwick, he leveraged the latest internet technology to design process intranets to deploy the Firm’s technology processes nationwide. He is currently managing the design of a complex commercial factoring and asset-based lending system that will be offered commercially in Mid-1999.

Rick consults regularly in the CIO and system design teams of KPMG Peat Marwick, designing performance support enhancements critical to achieving user acceptance and successful implementations. Rick rigorously applies his mantra—"everything in the context of the whole"—to every design every effort, believing that companies prosper when workers understand their impact on their organizations and when technology is driven by business objectives.

Rick Langstaff received his Bachelor’s Degree in Classical Greek from Hamilton College, where he was a member of the Pentagon Honor Society to which the five outstanding members of each graduating class are named. He began his career as a science and linguistics editor for Macmillan and McGraw-Hill, has taught business and technical communications for Fortune 500 Clients, and was a partner in a manufacturing controls company. He is a member of the Society for Technical Communications and the American Society for Quality Control. Rick founded Prowight Business Technologies in 1984 with Janet Burke and is an avid cyclist.

William V. Schellinger - Mr. Schellinger is Director-in-Charge of the New York State Region and President and founder of Schellinger & Associates which he founded in 1988.  He has extensive experience in Private industry prior to the formation of his firm. Bill brings this experience to the New York State region with particular emphasis in the Medical and Health Care industries.

Carola de Leede Stirk -
Ms. Stirk, Co-Director-In-Charge of the Western Region, has more than fourteen (14) years of consulting experience in human resource management and management consulting systems, personnel policies and procedures and classification and compensation for the public sector. She has managed and conducted numerous studies for PAS throughout the united States. She was manager for the cities of Dublin, Mentor and Orrville, Ohio.

She participated in the development of the Position Appraisal Method and has extensive experience in applying it to numerous local government jurisdictions. Carola’s projects with Orrville and Mentor, Ohio included unionized positions. The former also included an electric untility as did her work for the city of Columbus, Mississippi. Carola’s current assignment is with the City of Clinton, Iowa, where she is conducting a class and pay study for non-unionized positions.

Carola’s other classification and compensation studies include School Districts, State, County, Local and City governments throughout the Country. In addition to her human resource background she conducts organization and management studies for the public and private sector.
